Candidate for Leader of the Ontario Progressive Conservative Party, September 2004. First ballot: 2nd place (out of three candidates) with 3,275 votes - 33%. Second ballot: John Tory defeated Flaherty for Leader by a weighted vote of 5,391 (54%) to 4,664 (46%).
